What to know

What to know before you apply in Canberra

How is Canberra's job market different?

The ACT had 453,890 residents at the 2021 Census and a median age of 35, against 38 across Australia. Central government administration employs 17.1% of workers and defence another 5.8%, so public sector work is a large part of the local labour market. Community and personal service workers were 10.9% of employed residents. Ask providers what hours and career steps they offer.

What is Working with Vulnerable People registration?

The ACT uses its own scheme. The Working with Vulnerable People (Background Checking) Act requires people who provide certain regulated activities or services for vulnerable people, including an NDIS activity, to be registered. Access Canberra administers it. Access Canberra says NDIS activity is a regulated activity in the ACT and that registered NDIS providers must make sure people in risk assessed roles hold an NDIS worker clearance in addition to their Working with Vulnerable People registration. A worker outside a risk assessed role does not need the clearance, although an employer may ask for it. Ask your provider which of the two your role needs. Processing times vary, so apply early.

What about Queanbeyan and the surrounding region?

Many Canberra workers live in Queanbeyan or Jerrabomberra across the NSW border, and some providers service participants on both sides. A role on the NSW side falls under the NSW NDIS Worker Check rules, where the employer verifies the application. The Victorian and Western Australian pages both say that a clearance works across Australia, so if you already hold one you should raise it early. Say in your profile which side of the border you prefer, and which suburbs you can reach by car.

Which award conditions should you ask about?

Clause 10.5 of the Social, Community, Home Care and Disability Services Industry Award sets a minimum payment of two hours per shift for part-time and casual employees doing disability services work. Clause 25.6 limits broken shifts and requires an allowance, and clause 26.1 pays ordinary hours at 150% on Saturday and 200% on Sunday. Canberra employers who use an enterprise agreement must leave workers better off overall than the award, so ask which instrument covers the role and check the rates with the Fair Work Pay Calculator.

FAQ

Frequently asked questions

Do I need Working with Vulnerable People registration in Canberra?

The ACT Act requires registration for people who provide regulated activities, including an NDIS activity. Access Canberra administers it, and your provider will say what your role needs.

Does the ACT have its own NDIS check?

Not a separate ACT check. Access Canberra says a worker for a registered NDIS provider in a risk assessed role needs an NDIS worker clearance in addition to Working with Vulnerable People registration. Ask your provider whether your role is risk assessed.

Can I work on the NSW side of the border?

Yes, but a role in Queanbeyan or Jerrabomberra follows the NSW arrangements, where your NDIS employer verifies the application.

How does government employment affect care jobs in Canberra?

Central government administration and defence are two of the biggest industries of employment in the ACT, according to the 2021 Census. Ask providers what regular hours and career steps they offer.

What should I ask about award coverage?

Ask whether the Social, Community, Home Care and Disability Services Industry Award or an enterprise agreement applies and which level you will start on.
