Home Affairs says the PALM stream of the Temporary Work (International Relations) visa, subclass 403, replaced the Pacific Labour Scheme stream, which closed to new applications on 4 April 2022. The OECD describes PALM as covering seasonal work of up to nine months and longer roles of one to four years in unskilled, low-skilled and semi-skilled jobs across sectors that include agriculture, meat processing, tourism and aged care.
PALM runs through government channels and approved employers, not through private recruiters. The PALM website is the place to find out how workers are matched, what is expected of employers and what support exists. Be cautious about anyone who asks for money to secure a PALM place. If you are unsure whether an offer is genuine, check the official website and the Fair Work Ombudsman's information for visa holders.
Some workers who come through PALM later look for skilled roles. Those roles have different rules, such as registration, licensing and sponsorship, and the pathway depends on your occupation and the visa you hold. Speak to a registered migration agent before changing employers or visas, because PALM conditions tie you to your approved employer.
